The New ASTM Standard E1527-21 for Phase I ESAs was published by ASTM in November 2021. Approval of the ASTM E1527-21 Standard officially became effective on February 13, 2023, and use of the previous E1527-13 Standard will be phased out over a one-year time period. Therefore, until February 13, 2024, environmental consultants are free to use either the E1527-21 Standard Practice or the E1527-13 Standard Practice to meet the Federal All Appropriate Inquiry (AAI) Standard. After February 13, 2024, only the E1527-21 Standard Practice will be recognized as meeting the AAI Rule for protection from liability for contamination under CERCLA.

GRand Environmental recently renewed as a Qualified Consultant by MSHDA
GRand Environmental was recently named as a Qualified Consultant approved by the Michigan State Housing Development Authority (MSHDA) to provide Group A Services (Phase I and II Environmental Site Assessments, Baseline Environmental Assessments, Due Care Compliance Analyses, Lead-Based Paint investigations, Asbestos Building Inspections and Technical Assistance) and Group B Services (National Environmental Protection Act) Assessments. GRand is the only Women Owned Business Enterprise (WBE) named as a Qualified Consultant.

Grand Environmental is named the only Qualified Consultant based in West Michigan pre-qualified to provide NEPA Assessments for MSHDA.
GRand Environmental has been named one of only nine approved Qualified Consultants in Michigan to provide Group B Services (i.e., National Environmental Protection Act (NEPA) Assessments) for the Michigan State Housing Development Authority (MSHDA). The MSHDA website states “The limited number of Qualified Consultants for Group B Services reflects the more specialized nature of conducting a compliant NEPA study.” Developers and sponsors that require NEPA Assessment for federal funding requests may only choose from the list of nine pre-qualified firms. However, for Group A Services (Phase I and II ESAs, BEAs, Due Care and Asbestos inspections) developers may choose any qualified environmental consulting firm. We have completed many MSHDA compliant Phase I and II ESAs, BEAs, Due Care Compliance Analyses and Close-Out reports over the years and are well versed in the current rules, regulations and MSHDA specific requirements.
